POSITION: A full-time, professional academic staff position is available in Budget and Resource Planning beginning in 2025. The working title for this assignment is Budget Planning Manager with an official title of Budget Planner III. The position is a key member of the University’s fiscal management team and is actively involved in the development, submission, ongoing monitoring, and reporting of the University’s operating budget and individual unit budgets. This position plans and directs staff implementation of budget initiatives, programs, policies, and procedures to ensure compliance with applicable rules and regulations and assists with the development of strategic initiative budget modeling. This position reports to the Vice Chancellor for Administration and Finance. The salary will be commensurate with experience and qualifications.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree from a regionally accredited institution;
  • Demonstrated budget and financial management experience for a complex organization involving a variety of both funds and unit components;
  • Demonstrated understanding of revenue and expense trends and longer-term resource issues in higher education;
  • Demonstrated superior knowledge of spreadsheets.

PREFERRED QUALIFICATIONS:

  • Graduate degree or training in fields relevant to the responsibilities of this position;
  • Experience in the integration of institutional research, strategic planning and resource allocation models in higher education;
  • Demonstrated experience producing reports for state agencies, legislative or governing boards;
  • Higher education budgeting experience strongly preferred;
  • Experience building financial models and tools (e.g. dashboards) to reflect scenarios involving changing revenue and expense patterns;
  • One year or full-time equivalent of supervisory experience.

DUTIES:

  • Advises and supports University leadership and the broader University community on budget, financial, and staffing issues.  Identifies and provides information for planning and decision making. Recommend budget and staffing allocations.
  • Guides and implements approaches for integrating planning and budgeting as a method for achieving strategic institutional objectives and University resource management;
  • Directs the annual University budget process and conducts unit budget planning & development meetings leading to the formulation of the University’s operating budget.  Creates and communicates analytical materials in support of the annual planning and budget process;
  • Directs the annual University segregated fee budget process and conducts unit budget planning & development meetings including coordinating budget hearings with the student offices;
  • Evaluates budgetary proposals, analyzes performance, and models alternative revenue and expense scenarios.  Creates analytical approaches and tools for financial analysis, forecasting, planning, and reporting that take into account such variables as enrollment, state appropriations, tuition rates and revenues, and academic offerings;
  • Assumes responsibility for the development, submission, communication, and ongoing monitoring of the University’s all funds budget (FY24 equaled $243M).
  • Serves as key liaison to the University of Wisconsin System on revenue and expense matters.  Works closely with UW Eau Claire units, UW System, and other UW campus colleagues;
  • Supervises and directs the University Budget and Resource Planning Office in its work to coordinate budget planning activities among operating units and senior central university and unit staff.  Develop the schedule and materials for preparation of the budget. Advises and assists division heads in preparing budget requests.  Analyzes division budget needs and trends.  Recommends allocations within and among divisions;
  • Prepares the University’s operating budget for presentation to University of Wisconsin Eau Claire leadership and University of Wisconsin Board of Regents;
  • Ensures timely responses to inquiries and research requests initiated by senior University, Legislative Audit Bureau, or System officers;
  • Responsible for the planning and direction of internal and external reporting; liaison with federal and state government agencies for interpretation of and advice on mandatory reporting requirements; certification of the consistency and integrity of all institutional data released for the University and the coordination of all information requests;
  • Oversee compliance with segregated fee policies across the university.

THE UNIT: The unit of Budget and Resource Planning consists of 2 staff members.
